Fallout from the COVID-19 pandemic has led to an unprecedented number of households being behind on rent. In response to this need, federal, state and local policy makers have appropriated rent assistance to pay back rent, utilities, and some future rent to help people stay housed.
Here in Skagit County, over $21 million dollars has been allocated to this effort to prevent evictions. Since August 2020, 700 households have been provided assistance through this effort. Skagit County’s rent assistance program is currently operational per Proclamation 21-09.
To address this unprecedented level of need, our partner organizations have expanded their capacity to process applications for assistance. Nevertheless, it can take several days to make a payment to a landlord once a complete application has been submitted.
Updated 6/23/2022: Beginning June 28th, 2022 applicants must have an ERPP or a 14 day pay or vacate notice in addition to meeting all three initial screening criteria to be eligible for Skagit County rental assistance:

- Have a missed/passed due rent payment not paid or partially unpaid since March 1, 2020 and still occupying the residence.
- Your household income is at or below 80% of Area Median Income.
- Your household resides in Skagit County.
DocumentationThe following documents may be used to verify the above eligibility:
- Proof of income, which can include paystubs, W-2’s or other wage statements, 2020 tax filings, or bank statements demonstrating regular income. If you have no income you can complete a certification of no income in the application.
- Proof of Financial Hardship, which could include a letter of termination from your job, documentation of unemployment benefits. Verbal verification is also allowable.
- Proof of housing status, which can include a current lease or documentation of residence showing evidence that establishes a pattern of paying rent, or a statement from the landlord that verifies the applicant’s housing instability. Proof of past due rent or eviction notice, or past due utility notice.
- Proof of ERPP or 14 day pay or vacate notice.

The Certified Future™ Program with Preppy offers a full grant for victims of abuse, domestic violence, or severe financial hardship. Covering all tuition and expenses for your career certification training online. In partnership with Auburn University the full tuition grants and tools to succeed with online training programs for individuals who meet certain access limitations open doors to new opportunities that are life-changing. The Certified Future Program is a great chance for anyone who is looking for an educational opportunity. It provides a perspective for a safe, strong, and stable future for those who have experienced violence or who are in need, and who are unsure of what the future holds for them.
